With reference to your despatch No.114 of

30th April, 1927, concerning the "clubbed packet" system

for which provision is made in the Ordinance to amend the

law relating to the Post Office, I have the honour to

enclose in original a Memorandum of Agreement to regulate the exchange of clubbed packets between the Administration

of Posts of Hong Kong, and the Administration of Posts of

China.

AGREEMENT TO REGULATE THE EXCHANGE OF CLUBBED PACKETS

BETWEEN THE ADMINISTRATION OF POSTS OF HONG KONG AND

THE ADMINISTRATION OF POSTS OF CHINA.

It is hereby agreed between the Administration of

Posts of Hong Kong and the Administration of Posts of China

to admit to their respective services Clubbed Packets.

A Clubbed packet is a packet containing a collection

of Chinese letters made up by a firm called a Postal Hong, not

connected with the Post Office, and transmitted by post with a

view to the letters enclosed therein being delivered to more

than one person through the agent of the firm by which the

packet was made up.

Clubbed packets must be fully prepaid at the rate of

4 cents for each half ounce.

No Clubbed packet may exceed 4 lbs. 6 ozs. in weight.

Each Clubbed packet must bear on its cover or wrapper

the name or "chop" of the sending Postal Hong.

Clubbed packets are subject to the internal laws and

regulations of the country of origin.

This agreement will remain in force until denounced by

either Administration by giving one month's notice in advance.

Done in triplicate and signed at
